Organization and Governance
The International Mission is organized as a religious body with an ecclesiastical structure that includes a Head of Mission, Public Ministers, Grand Sheiks, Sheiks, Missionaries, Trustees (Vestrymen), and other officers as established by its governing documents.
The Resolution explains that trustees are responsible for the care, custody, and control of the Mission's affairs and property, while appointments and qualifications are determined according to the Mission's usages, customs, rules, constitution, bylaws, and canons.
International Outlook
The Resolution incorporates definitions drawn from the **Vienna Convention on Diplomatic Relations and 22 U.S.C. § 254a for purposes of describing terms such as "mission," "head of mission," and "members of the mission" within the Mission's governing framework.
In addition, the Executive Order assigns responsibilities to certain officers relating to foreign relations, treaty matters, human rights, and international affairs within the Mission's own organizational framework.
